Generac install - 400A service with Meter Main combo

Hi All,
I'm looking to install a 24kW Generac at a residence with 400A service and would like some advice. There is a meter main combo with two 200A service disconnect breakers. From there, 2 sets of SER cable runs to 2 panels inside the residence. The inside panels are all the way on the other side of the residence - probably 40' away. I'd like to disconnect the existing SER wiring from the 200A breakers and route them into a new junction box sitting right below the meter main combo, splice them to new wire in the junction box, and run it to 2 Generac 200A ATS boxes via separate conduit to each ATS. The utility feeds from the breakers would be new wiring and would run to the ATS via separate conduit to each ATS.

1) Are there any code issues with this, particularly the part about using the existing SER wiring/nipple inside the meter main to feed the inside panels from the ATS via the junction box?
2) ATS #2 in the image will be just over 3 feet from the vent on the NG regulator. Is this an issue? By 3' I mean radially / line of sight, not horizontally. It would be less than 3' horizontally.
3) The conduit (PVC) running from ATS 2 to the gen will be attached to the wall and run right behind the NG meter. Any issue with that or clearance requirements there to worry about?

Maybe the electrical part. Right now I'm looking at options and just want to understand what's legal per code and recommended as best practice.

I am the property owner, BTW, so it's legal in my state to do the electrical myself (with permits and inspections). The gas I'd hire out, as it's not legal to do unless you're a master gas fitter, and I'll need a meter upgrade anyway.
 
There is a better way to do it, but I will wait to see if the mods allow this post.
Would love to hear it. Not trying to break any rules around here, though (apologies if I did), and would appreciate any advice. The post was approved by the mods, so I think I'm good? :)
