Generater Back Up

I have an apt building that consist of 20 apts. It has (2) buildings with (10)apts on each side. They had a power outage for 13 hours and now want a back up system for the exterior lighting, power for the gates and power in the office in the event that this happens again. I haven't done this before and would like suggestions on what I should offer therm. I imagine I would take a load calc of what they want on the back up system to know what size generater and then install a seperate panel for the loads and generater to control. I'm not sure how this would be set up and how the tranfer switch would work, Where can I find info on how to set this up and if a generater is the best application for this? Thanks, JB:-?
 
You could probably use the feeder for the house panel to feed the ATS and then the load side of the ATS to feed the house panel.
