All the semi trucks I have seen have 120 volt block heaters though.
Is it common for trucks to have fuel heaters, or is the temperature of the fuel pretty much the same whether the engine's running or not?
Interesting find. I was in Burma when it was still Burma - interesting place. I don't recall Janpan but many of the names have changed. Not saying it has but would I remember it anyway even if it hadn't. It was a while ago........There is a city in Myanmar called Janpan.

I imagine that they at least use a less viscous formulation of fuel in winter. See "arctic diesel" at this wiki page.
