Generator CB and ATS size

IMO, No. Unless the ATS has overcurrent protection on the circuit being fed by the generator.
Any chance of changing a rating plug on the 400 amp CB ?
 
What is the rating of the normal side supply to the ATS? Is it a 400 A service or a feeder? Is the ATS SUSE?
(just in case the answers make a difference)
