Generator for two building

Hello everyone;

I'm working on a project that is a Detention Center (180,000SF). The county have decided to build a court house, 340,000SF (9 story building) on the top of it. Two seperate services will be provided for each building. We have one generator that will provide emergency and stand-by power for the detention center. I have two questions 1) Is there any code violation if I increased the size of the generator to serve both building with both emergency and stand by power?
2) Which is a better approach?; to use a second generator to serve the courthouse independently or to have one generator to serve both?

If I am reading 700.12 (D) correct you can use one generator for both if it is acceptable to the AHJ and as long as the additional requirements are met.

I have no experience with detention centers, but my opinion I would have seperate generators for each since each has its own service.
