Generator Installation

I'm looking at installing a single phase 240V generator. We want to have the entire building backed up by the generator. Does code require a means of disconnect between the utility and the ATS?
I'm seen several examples of installations with a mix of results.

You must have a utility service disconnect per Article 230. You can integrate that disconnect into the ATS and be sure it is service entrance rated.

The NEC prohibits ATS on the supply side of the service disconnect. See 230.80 or close to that for details

That leaves a couple of choices

Either put the ATS on the load side of the service disconnect or use a service rated ATS and that becomes the service disconnect.
