Which is, IMHO, not directly relevant when the switch in question is a transfer switch between POCO and an SDS.

Especially with a 400A 3 Phase ATS using one conduit for the supply and return? That would get pretty ugly.

Let me say, I agree the Transfer Switch should have had a neutral pulled to it and terminated if for no other
reason than being able to take meter readings.

with that being said My interpretation of "Where Used" differs in the fact that I dont 300.3b intended for a
neutral to be installed to each and every location just because it was part of a 3ph 4wire or single phase
circuit requring a neutral.

I interpret "Where Used" as meaning it is being connected to at that point for something to be able to
function.

But thats JMHO.
