But that is not all there is to it.

IF other sections of the code (namely 725) allow the mixing of the two different systems then we have to comply with 300.3(C)(1).
 
One of the reasons the manufacturer is permitted to install the control wiring with the power wiring harness is not controlled by the NEC directly.


They build their units/with harnesses in the "factory" and then have the assembly tested as part of the NRTL listing. The assembly passes and they are permitted to sell/ship the units that way.

We on the other hand "field" wire the harnesses...because of the "diversity" of field installations, the install of the control wiring is generally field wired separately.

*Note: I was being cautious in using the term "diversity".
