So what? The provision of standby utility power supply, if economically feasible, is far better to providing another IC engine or a new generator as a standby in addition to standby IC engine already existing.

Given it is a water supply it may fall under 701 instead of a 702 install. Other options may not be available.

More seriously, I do not see any ban for the proposal in post #21. Because even for 701 install, adding an additional utility standby with suitable electronic changeover arrangement to start the IC engine within legally required period in case of utility power failure, both main and standby, would serve the code intent.
