generator supplying more than 1 tenant

I have a customer in a small office building that wants to install a generator. When power is lost , he wants to pick up the public corridor lights as well as his office from the generator. The house lights are seprately metered. Is this allowable and what is the simplist way to do this?
 
i have a friend that owns a generator sales and installation company and told me a couple of months ago about a job he did such as this, but it was an upscale residential development. they put two meters on each structure; one for primary, one for backup. they had large generators setup throughout the development and if there was a power outage, each home had backup power and they were billed by kwh used.
