Generator & Tandem Double Pole Breakers

I need to install a whole-house generator in this main panel. So I need a (mechanical) switch just above the main 200A breakers to switch between the 200A main and the generator. That's indicated with the red "Generator". That in return means I need to move the 20A double pole breaker up.

The original plan was to just move that up where the 25A double pole break is and then combine that 25A and the 30A breaker above it. It's more for 'organization' because the tandem breaker above is for AC #1 and stove #1. The 30A breaker is AC #2 and the 25A is stove #2. However, that means I need to find a tandem 25A/30A double pole breaker and they seem really difficult to find (Home Depot, Amazon, etc).

I could let go of the 'organizational' thing and just combine the 20A double pole breaker with the 30A double pole breaker. Those seems a little easier to find. Or am I approaching this the wrong way?
