Power Service:
Utility: 120/240VAC/3PH/60Hz/200AMP Open Delta
Generator: 80KW

We need the 80KW because we can't have higher than 10% voltage dip.

The 200AMP utility Service feeds a 200Amp Main Breaker which feeds a 400AMP rated Automatic Transfer Switch (ATS) which feeds a 200AMP rated panelboard (PB)which has a 200AMP Main Breaker.

The 80KW generator comes with a 250AMP breaker. Hence the need for the 400AMP rated ATS.

Would an electrical inspector have "Heartburn" about the generator having a higher AMP capacity than the panelboard?

Since we are actually only using 50% of the generators KVA capactity, is there anything wrong with lowering the generator's breaker to 200AMPs.
and using a 200AMP ATS?

I can't speak for any Inspectors, but it looks fine by me. The generator is sufficient to handle the load, and every component is protected within its own rating. That's all you need.

IMO yes you can use a 200 amp breaker and a 200 amp ATS. But just out of curiosity what is this going to feed?

Jeff,
This feeds a small duplex pump station with 2-20HP/3PH pumps (w/Soft Starts), a 5KW/3PH heater and some misc 120volt loads (lights, recept's,pole light, control panel power)
