Generators in Iraq

I have a generator that is being used as prime power, only source of power that supplys buildings, Electrical Contractor did not pull grounds with feed cables as states in 250.35, they are grounded at each buildings MDP with a grounding rod outside of building, Generator is well grounded at the source, Contractor said this method is okay, that it`s covered under seperatly derived system, don`t see it, need a little help.
