I was wrong here. both these letters were based on the requirements of 700. But I did find one of the letters about whole service gen sizing.This is from the city of Miami Beach dated 1/1/06.

"Electrical riser diagram including load calculations signed and sealed by licensed electrical contractor or electrical engineer.

1. Automatic Transfer Switch for the whole house must have the Automatic
Transfer Switch sized to the calculated load between the FPL meter /
Currant Transformer & Main disconnect.

2. Generator sizing for Automatic Transfer Systems:
a. The FPL customer can contact FPL for highest kilowatt demand for last
two years. (typically summer months)
b. Electrical Engineer and/or Electrical Contractor perform an onsite
kilowatt demand test (1. turn on every device in structure. 2. Turn off
all main disconnects only for 20 minutes. 3. Set up measuring system
and turn on main disconnects. 4. The in rush currant will provide the
maximum demand load.)
c. Most manufacturers recommend a constant kilowatt load of 60% of the
generators continues kilowatt rating. (i.e. a 100 kw generator should
have 60kw load at all times while running.)

3. Manual Transfer Switch must be rated for the calculated device it is
intersecting. (i.e. main electrical meter rated 200 amp to main disconnect
will use a 200 amp manual transfer switch; a 60 amp circuit breaker from a
main panel feeding a sub-panel will require a 60 amp transfer switch.

4. Generator sizing for Manual Transfer Systems: Any size generator that
doesn't exceed the manual transfer switch rating can be attached. The
end user is responsible for shedding loads larger than the generator over
currant protection rating."

There are no code art.'s quoted in this document. Also I'm not a complete idiot, since that was a quote I felt compelled to spell current currant. Cavie, if you need a copy of this document PM me. As per previous post, to my knowledge this is no longer enforced.
