You probably never had cold enough for long enough period to freeze such lines solid all the way through.
 
How cold does it need to be for pool lines to freeze anyway? It got down to the low 20’s this year.

For how long?

If there was continuous flow of water they won't freeze, not completely through anyway. Kind of presuming you are trying to keep pool water at a temp still comfortable for swimming - they shouldn't freeze at all as long as it keeps moving and inside is that kind of temp.

Farmers with portable cattle tanks with no heater will stick garden hose into them and leave running in really nasty cold and though there will be some ice build up on top and maybe sides, it won't freeze solid, and that is with only ~55 degree water being put into it.
