Would an electric heat pump for pool water no neutral require a GFCI breaker in 2017? 2020?
210.8f IMO may say so. The unit is direct wired

In the 2017 code there is no requirement for the heat pump pool water heater to have GFCI protection.
Under the 2020, if the outlet that supplies the heat pump is outside at a one or two family dwelling 210.8(F) will require GFCI protection if the circuit is rated 50 amps or less.
Note that some include the heat pump in 680.21(C) as it is a motor associated with the pool and based on that, both 2017 and 2020 would require GFCI protection. The language in 680.21 is not completely clear, but it is my opinion that the section is only intended to apply to pool circulation pump motors.

In a lot of states HVAC equipment was exempted from the outdoor outlet requirements till 2026. Idk if Pennsylvania ever adopted this but if so it'd be good to know since nuisance tripping from this would be annoying when it's less than 80° outside.
