Can I run a 12 gauge line from the newly acquired tandem breaker, to the dishwasher location and use a GFCI/afci outlet to satisfy the code requirements??

Maybe. Depends on the panel.

I did not install anything yet. I am going to look at the job this afternoon to see what the panel can receive.
My thoughts are to take out a standard 1 inch 20 amp breaker and replace it with the tandem 20 amp circuit breaker’s, then hook up the original wire from the original 20 amp breaker and then from the additional tandem breaker run a line to the dishwasher, using a protected outlet which would be easier and more available than a tandem protected breaker I believe

The only hitch might be the panel may not physically accept tandems, nor be listed for use with them.

Right now the dishwasher is connected to the same circuit as the refrigerator. The building inspector said the dishwasher has to be on its own dedicated circuit and it must be GFCI and AFC I protected. I figured the easiest way to do that is to run an outlet adjacent to the dishwasher Which is GFCI and AFC I protected.
The only problem is, is there is no more space in the circuit breaker box so I was going to switch out breakers with the tandem breaker as noted above. Does that make sense? I know I could just run a sub panel but I really don’t feel like it.

Yes, and gfci protected also.
