gfci breaker wont test

I have a 50A GFCI breaker for my spa in a subpanel outside. The GFCI breaker doesnt kick off when you push the test button. The spa pack gfci also doesnt kick off when you push it. The spa has power but nothing works on it. I tested the lines with a meter and everything appears to be getting the right voltage but nothing is working. Am I missing something easy here or what. All of the black and red wires are connected to appropriate connects and the white corkscrew and copper wire are going to the bar with all of the little screws in it.

the wire is size 6 and the meter reads approx 121-123 on the black and the red wire coming into and out of the breaker when it is on

Just looking at your post..Might no be a bad idea to have a Licensed Electrician look at it,like Roger said.....
