How does a circuit breaker that has GFCI work in terms of lets say I have 100A breaker with gfci then does the gfci starts monitoring after the current reach 100A or more and difference of 5ma or the gfci monitoring even the current is less than 100A and difference is 5mA?

The GFCI function is independent of the breaker's current rating and the load current. Even if zero current is being drawn through the load, it still must trip if there's a ground fault current exceeding 6mA.
