I can find pool equipment supplied by a receptacle needs to be GFCI in the NEC 2020 and 2023 code but I cannot find where such things as timers, chemical dispensers, etc. that are hard wired need to by GFCI.
Where am I missing this or an interpretation that would cover this condition.

I got an answer from an outside source: NEC 210.8(F)
Outlet definition:
A point on the wiring system at which current is taken to supply utilization equipment.
