gfci in bar game room

A contractor freind of said you must put gfci receptacles in a game room in a tavern , i disagree ??????????????????????????????????
 
Perhaps he's looking at 422.51. If so he may be right. If it's a vending machine. It may also be part of the plug on the machine.
