GFCI in Health Care Exam Room

In the recent "know the code" by Mike Holt found in Power magazine Mike answered a question regarding GFCI protection in a health care facility without referencing the Code.
In a health care facility, in the doctors exam room there is a 15A, 125V receptacle within 12 inches of a metal sink. Mike states that "in such locations a GFCI is not required for a 15 or 20A 125V receptacles.

Where is this specificly outlined in the code.
