Opinion, and or code reference, would gfci protection for a remote pedestal outlet be required only at pedestal or at circuit origination?

GFCI protection is required for the receptacle. Either location for the GFCI fulfills that requirement.
Further away the GFCI is the more chance of nuisance tripping because of capacitive leakage current, but that is design decision and not a requirement.

I would prefer a GFCI receptacle, easier to reset instead of a long walk. Similar concept to recepacles in elevator pits. Plus receptacles are wsy less $ than breakers.

George is pointing out that you can use only 12" of cover on a 120V/20A circuit if it's protected by GFCI at the feed point.
