Hey gang I am tasked with installing 2 EVSE charging stations in the parking lot within 9' of lake water. Is there any codes I have to worry about the manufacturer's instructions say personnel protection is provided in the equipment. TIA

You might want to take a look at Art 682 You are beyond the 5ft horizontal requirement but might still be in the Datum Plane

Are the chargers hardwired or cord and plug connected?
 
Is there some increased difficulty or an increased liability for EV chargers?

You are exposed to a higher risk of being sued, because you have many people using the charger(s).
Also, the organization that is having the charger(s) installed usually will want to be included on your policy as an additional insured.

Just my point ... On all my maintenance contracts at produce warehouses, I am required to include them on my insurance policy as an additional insured with higher coverage.

That makes no sense. A hard-wired EVSE is one of the safest pieces of equipment out there. It has integral GFCI, and the output cable cannot be energized until the pilot signal establishes communication with the vehicle which can’t happen until it’s plugged in to the car.
