That makes no sense. A hard-wired EVSE is one of the safest pieces of equipment out there. It has integral GFCI, and the output cable cannot be energized until the pilot signal establishes communication with the vehicle which can’t happen until it’s plugged in to the car.

The main point I was trying to make, is you should always have a yearly conversation with your insurance broker on coverage. To review your present coverage versus your present type of work you perform. It's like your home insurance coverage should be checked annually.

Several years ago, I discovered that you need special coverage when working with a Homeowners Association.

I know for a fact that many contractors work with no liability and/or worker compensation insurance. And some without a license and/or a permit !

Any HOA or just the one you happened to be involved with?

I had a HVAC service call from a customer that owned a condominium in a gated community. I signed in with the Homeowners Association to gain access to the complex. I was advised that they had to be added as "Additional Insured" on my liability policy. So, I contacted my broker and was told that this was common practice. After that I would just email my broker with the new information.

Oh my, we had no idea those sort of things happen. What does that have to do with EV chargers?

It's under the "Permitting Chick List" Phase 2, in the attachment. "Contact insurance company to acquire additional insurance or separate coverage as needed".

Yes, it is a common practice to have customers listed on your insurance policy. If your agent cannot do this with a simple phone call, change insurance. This is not the same as special coverage.

I was questioning what an HOA would need as special coverage.

My policy premium increased because they required a higher limit.

I don't know how to apply 682.15(A) as there is no distance from the water. You will need to ask YOUR AHJ where that section applies
Great idea the last EVSE I installed I hardwired and showed the AHJ the manufacturer instructions and passed. I doubt they would consider EVSE an outlet when hardwired.

Hey gang I am tasked with installing 2 EVSE charging stations in the parking lot within 9' of lake water. Is there any codes I have to worry about the manufacturer's instructions say personnel protection is provided in the equipment. TIA
That picture looks like a wastewater lift station, control panel with a bilco hatch cover
