GFCI protection

So I just had a kitchen final inspection and the inspector said that the kitchen circuits could not have an arc breaker / gfci outlet combination. He said it needs to be a dual function breaker so that the whole circuit is gfi protected. Is that correct. The area is on the 2023 code.
 
I think one of the few places in the code for complete branch circuit GFCI protection was swimming pool lights. Everything else seems to be outlet or receptacle protection only.

Inspector is wrong! Unless there is a local amendment.

I agree with the others but I recall there was a recent change that says GFCI's need to be readily accessible? that in some cases like a dishwasher makes a breaker with GFCI a common choice.
