If it is part of listed assembly, inside control cabinet, etc. I would say nothing in 210.8 applies.Besides, the receptacle you are putting in is ONLY for powering the UPS, not for service people to plug into, correct? If not, just make it that way and if there is only one UPS per receptacle, don't use a duplex receptacle, then if service people need another outlet in the panel for test equipment, give them a GFCI outlet just for that.
If it is part of premises wiring and in a location specified in 210.8 I don't see how you can exempt it from GFCI protection, even if single receptacle dedicated to specific equipment. Don't necessarily agree with the rule on this all the time but as written it is what it is.
So if the rack were say within six feet of a sink (for whatever reason) GFCI protection very likely required if it is a premises wiring receptacle, if inside equipment, possibly not required though.
