GFCI Woes

I went on a service call. The GFCI breaker would not reset. I replaced it. I checked out the ckt. I replaced bad receptacles and switches. I seperated the ckt. I metered 1.5 meg ohms from nuetral to ground. I metered the same from the isolated nuetral to the nuetral bus. 1.5 meg ohms is too much resistance to trip the gfi portion of an AFCI breaker.
Any ideas why the AFCI breaker won't reset?

Remove any load from the afci circuit then see if it resets.A neutral ground fault will trip the afci whan a load is applied.

When did the AFCI come into the picture?

You know a regular AFCI's ground fault protection isn't up to GFCI standards, right? (30 mA vs. 4mA)
