I have branch circuit with four duplex receptacles that comply to NEC 2014 section 210.8(b) one of the locations mentioned.

Can one provide both GFCI receptacle for all four receptacles and gfi breaker for the four receptacles branch circuit or one can provide either one of GFCI receptacle or gfi branch circuit breaker but not both?

If the four receptacle are on the same circuit you only need one source of GFCI protection. Either feed the "first in line" box with the incoming power and place the GFCI there and feed the other three from that, or use a GFCI breaker to protect them all. You don't need both.

You can do both a gfci breaker as well as gfci recep. but why would you. As Bill stated feed the first gfci and the rest can be standard receptacles on the load side of the gfci.
