Was there a change in the 2005 NEC that doesn't allow GFCI's on circuits providing egress lighting. I thought I read something about it being the first GFCI exclusion but can't find any text in the places I'm looking.

The NEC doesn't specify this issue. It could perhaps be a life safety code or even a local code. The code does reference this sort of thing for specific equipment such as elevators.

That's always been there Izak. I think tabec is looking for a general rule which is not there.
