It says vertically, not up from the tub. It could mean 8' up and 8' down from the top of the bathroom tub.

Can an additional GFI receptacle be installed inside an enclosed vanity cabinet that is closer than 3ft to an adjacent bathtub?

I have personally done it since the code change in 2020. I installed an outlet down low in the vanity for some led strip lights the customer was wanting to install later on. The receptacle was also operated off of a switch and was gfi protected of course. I can’t find an exact code reference for this unfortunately.

Imo that is a violation per nec
