Gould service panel parts?

Not an electrician here but have a question about repairing a service panel. I'm selling a house and the buyer's inspector called out an issue in the service panel that I was unaware of. I'm willing to have it fixed but wondering if it's possible to just replace the board that holds the breakers or even just the main lugs instead of replacing the entire box.
I'm also wondering what would cause this. The house is a rental and I've never had any problems with the electric. It's a mid 80's house that I bought in 2005. I attached a pic of the melted lugs and the label.
