Grid-tie inverters

Hi,

I have one question about principle of work for Grid-tie inverters.
I prepare one html with 5 cases. I like to now witch of them are true and which are false.

The main question is: can grid-tie inverter decide from witch source will take energy, from public grid or solar panels.

In my country procedure for turn back energy from panels to public grid is almost impossible. So if I can find solution for case 1 and case 2 to be true it will be perfect
