ground bushing requirements

One of my clients spec for all conduits 1" and above to have a grounding bushing (wherever they enter/leave a panelboard for example). The contractor did not install ground bushings, claiming that the ground conductor inside the conduit is sufficient.

I couldn't find anything in the code to hold him too it. Are they req'd? What is the difference between 1" and 3/4"...why wouldn't all conduits have ground bushings?

What the NEC requires is not really important as you said the job specs call for grounding bushings.

In my opinion that leaves only two choices.

Either the EC installs them as required or if the customer agrees the bushings may be able to be left off but the EC would owe the customer a credit.

The NEC has a few requirements for bonding bushings depending on the particular installation but none of them are based on the size of the raceways.

Need more info. to answer your question properly.
Is this a hazardous location?
Is this a health care facility?
If it is neither of these then the only other place that I know that bonding bushings are required by the NEC is at the service.
As iwire stated it has nothing to do with conduit size.
To expand on this its a location issue.
