I have a cable pull consisting of 3 #2 5KV Cables with a #6 ground. These are going to be pulled through a conduit. My question is does the ground also have to be a 5KV rated insulation?

I don't think that it matters Section 300.3 (C) conductors of different systems refers to circuit conductors a ground wire is not a circuit conductor. Is it a metal conduit.

Okay, NEC 250.118 states that the equipment grounding conductor shall either be run with the circuit conductors or enclose the circuit conductors. By enclosing they mean metal conduit and tubing. The metal raceways can be used as an equipment ground conductor providing that continuity i.e. good bonding, is maintained.
