Ground Deetection on Military Ship Electrical System

I am trying to explain how a ground detection system works on a naval vessel (Nuclear, BIG POWER) to an instructor and he keeps telling me that you cannot do ground detection on a live system.

I was submarine Nuke E in the Navy but cannot recall exacly how the sytem is designed. Can someone help me with this? I recall that there was an injection/application of approximately 600 V D.C. to the busses and the leakage current to the vessel hull and return to path was detected and calibrated for measurment in Millions of Ohms (MegaOhms.) This is possible because the system operates and is ungrounded. Instructor also argues that there is no such thing as an ungrounded.
