Ground electrode conductor cover requirements

I'm having an issue with one of my installation, I got a notification that the ground electrode conductor needs to be cover 24" below grade, however the reference given (300.5) is related to power lines 0 to 600 v. This is the first time I encounter a rerquest like this. Can anybody give me a light in this matter. Thanks

Your inspector doesn't know how to use his code book.
Point him to 250.64
 
There is no burial depth requirement for a GEC. 300.5 does not apply to a GEC. You could point your AHJ to the 2005 ROP and ROC, proposals were made, however the CMP said its obvious what a GEC is, and we don't want it down at 24" and then looping up for the connection. And ask your AHJ, do you have to protect the GEC where it extends up from the bottom of the ditch?
However, if you use 6 AWG GEC then it has to be in conduit and IMO, then 300.5 does apply
