Ground Enhancement Material use in a grounding network

Had an engineer tell me that ground enhancement material must be used on the bare grounding conductors that are interconnecting ground plates and not just the ground plates in order to achieve the desired resistance to ground in a grounding network. Thoughts? Opinions? Facts?

might be true. depends on the earth properties and what the desired resistance is.
 
But, on the other hand, the total area of the bonding conductors may not be significant unless the runs are long.
If the area is significant, and the soil itself is poor, then at that point adding enhancement materials would be justified.

if you do what he wants and it does not work it is on him.

if you do something else and it does not reach the desired resistance, you get to dig up the grounding system and redo it.
