Ground fault protection and damp locations

I guess if the NEC 2008 doesn't define a bathroom (subject to steam), kitchen counters (subject to sponges and puddles of water, and basements (subject to flooding and such) as a damp location, these are fine.

I have not seen that label on the devices locally.

Maybe the manufacturer is getting prepared for when the "weather resistant" devices hit the market...so they can sell more of those types.
Some would call it marketing.

I'd prefer they just made all the devices weather resistant and charge accordingly. Pain in the rear to keep track of another type of device.
