Ground fault protection Not GFPE

I do see for standby generator only Short circuit protection is allowed but I don’t see anything like this for normal side in NEC 2017 Article 695 for fire pump.

I see 695.6(G) but that is for ground fault protection of equipment. I am Not referring to ground fault protection of equipment.

The ground fault protection I am talking about is when person touches or has electrocution from one the phase conductors to ground. On the normal side of fire pump circuit what provide this ground fault protection? Is such ground fault protection allowed?

I do have previous versions of similar thread but that was about generator not normal side. One closed closed that was about normal side without any response at all stating previously answered in thread ground fault protection is not GFPE that I am talking about in that thread.

How do you think you could even provide that type of protection? There no devices available that would do that.

In AC system faults can be

Phase to phase contact
Phase to ground contact

Does not overcurrent protection devices provide protection against short circuit which is phase to phase contact only? Then in Fire pump normal side circuit what protection is provided for phase to ground contact? Is it even allowed?
 
Over-current protection (SCGF) also provides protection for phase to ground.
GF(CI) protection is only required for items listed in 210.8 & other specific items in the Code such as pool equipment.

In Fire pump circuit normal side which is utility what would provide phase to ground protection? Is it allowed in Fire pump circuit? If one uses Mag only breaker then it provide short circuit protection only then what about ground fault protection?
