Ground Fault protection requirements in flood zones

In flood zones that require ground fault protection, is just the main breaker on the panelboard required to be a ground fault breaker or do all the branch breakers (1P20A breakers) required to be ground fault type breakers as well? Thanks.

Sorry. It's a recreation building located next to the beach. I am referring to just one panelboard and asking if just the main breaker needs to be ground fault protected or does the branch breakers on the panel need to be ground fault breakers as well. Thanks.
 
In general, the service equipment is installed above the flood elevation level. As for GFCI protection, one option is to protect individual branch circuits on which outlets are located below the flood elevation and where required by code under "normal" circumstances. Assuming a 120/240 1P panelboard and its brand, a GFCI main might not be available at the ampacity required.
