ground for pump testing

A pump manufacturer wants a ground for grounding the power supplies for pumps they are testing.
Properly it should be a bar bonded to the service ground at the service?

Properly, any fault should have a low impedance path back to the service which should contain the sole connection/bond between the grounded conductor from the utility anything that requires Equipment Grounding.

What do you mean by "power supplies"?

What do I mean by power supply? Good question.
They asked for a ground rod.
I think they may use transformers for different voltages.
