Ok, so maybe the code should trigger on
"rooms with conductive floors, including but not limited to concrete, with exterior doors leading to grade level".

Someone used EV charging as the "out the window" example, that's all. If you have an EV capable house the barrier is lower to get a proper
EVSE circuit which will be off except when in use.... no live cord out the window needed.
Looking forward to reading your Public Input for the 2029 code.

A very rare example as compared to running power tools or other outside equipment using a cord plugged into a receptacle in the garage or accessory building.

Depends on EV penetration :).

If the worry is that someone might string a cord outside to power tools, then that's really any window any door, and GFCI is then needed all floors all locations.

much more common to run out of garages and accessory buildings, but, yes, sometimes they run out of a dwelling unit window.

There have been Public Inputs to require all dwelling unit receptacles to have GFCI protection, but so far they have been rejected. Not sure about this code cycle....we will find out on July 10th when the first draft report is published.
