Ground Multi Services Same Bld

We have an existing building with a Utility pad mounted transformer feeding an 800A CTC to a main panel where the existing service ground resides. They are building an addition - attached to the existing structure and the Engineer has specified replacing the existing CT with a 1200A (no main) and reconnecting the existing 800A service. Then running a new 600A underground feeder from the 1200A CT (no main) to a new 600A panel some 600' away and grounding this panel as a new service entrance as well.

So we would have 1- Utility pad mount feeding 1- 1200A CT cabinet without any overcurrent devices feeding 1-800A panel and 1-600A panel - 600' apart - with both panels grounded as separate services.

Can this be correct.
