Ground or Bond wire on EMT

What is the minumum size ground wire that can be used to ground a group of 12 - 4" EMT Conduits when they are stubbed into the bottom of an open cabinet. The emt conduits were changed over from PVC and rise up into the bottom of the cabinet. The size of the equipment grounding conductor is
600mcm. Can a smaller wire be used to bond or ground the conduits together or do I need to bond all of the pipes with the 600 MCM ground wire.

tHE CONDUITS ARE SLABBED IN TO A TRANSFER SWITCH PVC WAS USED UNDER GROUND AND THEN CHANGED OVER TO EMT AFTER THE 90 GOING UP INTO THE TRANSFER SWITCH. SO BASICALLY WE HAVE A PIECE OF EMT THAT IS NOT BONDED OR GROUNDED.
 
We need to know what size OCPD is on the conductors in the EMT and what size the conductors are.

Not necessarily, how do you know these conduits aren't service going into a service rated transfer switch? Need more info I would say.
