Ground pigtail length

I'm installing some old work recessed cans and I noticed that the stranded ground wire on the fixture box is only half as long as the hot and the neutral. I'm not an electrician, but I was taught years ago that the longest wire in a box had to be the ground. This allowed the device to be removed and the current carrying wires could be removed without disconnecting the ground.
Do I have this backwards?

You are correct for premise wiring. This fixture is (or should be) listed and labeled and if so, its OK per the NEC.
There is no requirement in the NEC that the EGC be longer or shorter.
