Ground rods for temporary power

Temporary pole installation. Inspector requires 2 ground rods. Says that I need 2 unless I can prove 25 ohms on a single rod. I've been doing a single ground rod forever with no problems. This is a new inspector. Is he correct?

I myself have never driven more than one rod for a T-pole, nor have I ever seen an installation with more than one. :eek:

Sometimes we only put in one rod, most times two rods.

That said, the inspector can ask for two or proof of 25 ohms. :p

Here in the great midwest the installer cuts one rod in half- that way they get a twofer ground :)
