Ground rods required

My question ties into a post you made on facebook about where to bond the grounding electrode conductor and I asked about multiple outdoor panels on the same feeder that goes to a dwelling. Example got 200 amp meter and 8 ckt 200 amp main breaker panel with feed thru lugs set for homestead. But owner later placed mobile home about 80 feet away from this original master and panel so I ran 200 amp db aluminum to the mobile home but to comply with code I set a means of disconnect within 30 feet of the house and installed the same type of panel 200 amp main breaker 8 space with feed thru lugs
So I drove gr rods and tied them into the gr bar in the panel brings the panel is not first means of disconnect so no neutral to gr bond this made me question if I have a panel outside it should have ground rods??? Correct or only if they are part of the feeders?? And lastly what about a panel mounted over water on a boat dock what should you do there for lighting purposes should it have ground rods rods or no
