Ground rods required???

If you have building steel and cold water GEC's to the service equipment, do you still need ground rods by code? I'm thinking you don't NEED them. Is there any article that says different?
 
You do not need them. The water pipe will require one electrode to supplement it. The building steel would comply with that if it's an electrode.

Exactly what I was thinking. I just couldn't find the article that says or allows that. Do you know which one it is by chance?
 
if the building steel is effectively grounded you don't need ground rods,.. if under 05,.. the water pipe can count as a means for effectively grounding the steel ,..if under 08 it doesn't.
