I may just be misinterpreting your point (it happens all the time with my creeping senility), but I believe 250.4(A)(3) and 250(B)(2) apply here. They may not specifiy the means, but they do lay the "ground work" for general requirements.

I would say the same section that covers the bonding together of all the separate pieces of metal that make up an RTU. (In other words none)

I agree that the metal parts of electrical equipment have to be bonded, but as you say the code does not really address the issue. Does the rule in 250.134 apply? I think not. I think that the issue is or should be covered by the product standards and not the NEC.
